SPAK Files Reveal, Theodhori Cami of Lespot , Ilir Meta ’s Middleman with Vodafone for UNIFI and Adrian Shatku, Mocking Vodafone’s ex-Chief Ditelof Mare”
The transit of international calls by Vodafone has turned into a goldmine for companies offering this service, drawing the interest of Ilir Meta and Monika Kryemadhi to enter this market. According to a SPAK file reviewed by Gazeta Korrieri, Meta and Kryemadhi used Theodhori Çami, the owner of the company LeSpot, as a middleman.
Çami, according to SMS exchanges, had knowledge of and connections with Vodafone’s executives in Albania. So much so that Kryemadhi frequently communicated with Adrian Shatku about his behavior. At one point, she even wrote, “Theo completely messed up because Ilir spoke to him.”
It turns out that Theodhori Çami and Ilir Meta are neighbors with their villas in Gjiri i Lalzit, where they first became acquainted.
According to SPAK, negotiations between Theo and Ilir Meta took place while walking along the sand of Gjiri i Lalzit during October and November 2024. In another instance, Theo informed Adrian Shatku and Monika Kryemadhi that other players in the mobile phone market, including the Turks from Albtelecom, had sent a letter to Vodafone requesting the termination of the call transit agreement between UNIFI and Vodafone.
SPAK has discovered that the connection between UNIFI and Vodafone was made precisely through the mediation of Theodhori Çami, and for this, according to the file, he received 6-7 payments, as Adrian Shatku stated that this was the cost of the service provided. In another episode, Monika Kryemadhi and Theodhori Çami made fun of Vodafone’s then-director Dietlof Mare, calling him the “South African” or “African.” When questioned about this nickname, Theodhori Çami told SPAK prosecutors that this was how they referred to Vodafone’s director, Dietlof Mare.
Under the orders of Meta and Kryemadhi, Theodhori Çami not only acted as a negotiator for Adrian Shatku with Vodafone but also negotiated with Marin Gjonaj and Anisa Skëndaj so that UNIFI could use Info Telecom’sinfrastructure to provide services to Vodafone.

Theodhori Çami, shareholder of “Lespot” sh.p.k., who was mentioned in communications between Monika Kryemadhi and Adrian Shatku, was questioned. Due to his connections with Vodafone’s entire leadership structure, Theodhori introduced Marios Jazidhis, who was then the head of the legal and interconnection department. Theodhori met Ema Çokun through Monika Kryemadhi, who was his neighbor in Lalëz. According to his statement, Adrian and Marios continued discussions independently and reached a written agreement on international interconnection.
Since Adrian Shatku’s company UNIFI lacked the necessary infrastructure to handle the interconnection traffic, Theodhori explained that he introduced them to Info Telecom, which already had its own interconnection agreement with Vodafone.
ABOUT HIS ACQUAINTANCE WITH MONIKA KRYEMADHI
Theodhori stated that he met Monika in 2010 when she became his neighbor in Lalëz, next to his house. Monika moved into her home in 2011. Their relationship with Monika and Ilir continued as neighbors, where they would occasionally have coffee or play volleyball.
In 2014, without specifying the exact month, Monika met Theodhori on the beach in Lalëz and told him, “Let’s help Emaa bit because she has a cousin, Adrian Shatku, who owns a large company in the interconnection field, and he wants to get involved in this business.”
